Eva Klein & Associates, Ltd. prepared a 10-Year capital plan for the highly diverse system of 6 colleges, 3 specialized colleges, and 15 community colleges for the Massachusetts Department of Capital Asset Management, acting on behalf of the Board of Higher Education, retained HHK as a subcontractor for the project. Services included development of space planning standards as a component of a quantitative analysis of institutional capacity for current and projected 10-year enrollments.
Study objectives were to:
- Identify all capital needs of the colleges;
- Synthesize these into a coherent and balanced capital Program for each college;
- Develop a System wide Strategic Capital Program;
- Develop a comprehensive statement of needs – not just a list of bond bill projects;
- Sustain the highest priority on asset modernization and preservation; and
- Give adequate consideration to infrastructure and general campus features (including Health/Safety/ADA)
The adopted space planning standards were developed as a result of a comprehensive review of national standards. A Space Capacity Analysis determining campus space needs, the standards were a component of a prioritized capital projects plan for the institutions.
The final report prioritized projects by institution and systemwide into two phases with 514 projects totaling an estimated cost of $1.17 billion. Organization into prioritized project groupings facilitated the client’s use of the data for ongoing funding initiatives.
