The State University Construction Fund, responsible for the master planning and programming and capital planning for the 64 campuses of the State University of New York, retained HHK in association with Mallin-Mendel (Albany, NY) to develop a model-planning template for all SUNY institution capital plans. The template provided a comparative analysis with SUNY space planning standards to determine current facility capacity and future space requirements, analysis of the College’s strategic and campus master plans, enrollment data, a methodology for assessment of existing facilities conditions and program adequacy to meet departmental program requirements. The planning process included a model for campus community participation in the planning process. The planning process was adopted for application throughout the SUNY system.

Five-year Capital Plans for the College of Environmental Science and Forestry (Syracuse, NY) and College at Plattsburgh served as two pilot studies for a model-planning template of capital plans for all SUNY institutions. The plans programmed facility and infrastructure requirements for the first year and defined outlined projects with phasing schedules and cost estimates for all proposed capital projects. Program Studies were recommended for initial projects as the first step in programming and cost estimating. and In addition, the planning process updated the Campus Master Plan.
