Harvey H. Kaiser served as the Senior Vice President for Facilities Administration and University Architect at Syracuse University and member of the Chancellor’s Cabinet (1972-1995) with responsibilities for campus master planning, capital planning, facilities planning design and construction, maintenance, and worldwide real estate activities, in addition to other administrative units.
During a 23-year career, including as a member of the School of Architecture faculty, HHK successfully managed an annual operating budget of $40 million and a staff of approximately 700 (1995), an annual construction expenditure ranging from $25 to $75 million, implementation of a master plan, maintenance operations, and acquisition and sale of properties. He provided support to the Board of Trustees Facilities Committee and frequently met with community agencies as the University’s representative on legal matters and often provided public presentations on University land use proposals and projects.
Designation of 13 buildings on the Register of Historic Buildings ensured future preservation and led to major renovations of the majority of the listed buildings. Oversight for facilities included construction of the Bird Library, School of Newhouse School of Communications Complex, Carrier Dome, Science and Technology Center, Student Center(s), School of Management Building, Arts Building, many building additions and renovations, and a comprehensive residence hall renovation program.
A 15-year program for reduction of the University’s substantial deferred management backlog required an expenditure of approximately $250 million.
HHK was loaned to Onondaga County as Project Manager for the award-winning Onondaga County Convention Center and War Memorial Complex (1988-1992), while continuing his full-time activities as University Senior Vice President.
