The State of New York Moreland Act Commission, appointed by the Governor of New York to analyze New York City School construction practices of the Board of Education, retained HHK to assist in the preparation of a final report delivered in January 2002. Services required an evaluation of maintenance and capital construction procedures to examine the root cause of current building conditions.
The Commission issued a report in July 2001 that analyzed the Board of Education’s capital plan and the reasons for a projected substantial budget overrun in the BOE Five-Year Capital Plan (FY 2000-2004). The final report, a companion to the July 2001 report, analyzed the performance of the School Construction Authority, the statutory agency delegated implementation of the Capital Plan. HHK’s contribution to the final 2002 report focused on the linkage between capital construction and maintenance with recommendations for improvement in the capital construction management.
Several HHK recommendations were incorporated into the reorganization plan for the New York City Department of Education.
